Oakland’s experience offers one of the clearest examples of what becomes possible when community organizing, credible messengers, services, and public accountability work together.

In 2012, after years of pressure from community and faith leaders, Oakland launched a coordinated Ceasefire strategy focused on the small number of people at the greatest risk of shooting or being shot. The model combined direct communication, intensive life coaching, practical support, community outreach, and narrowly focused accountability. LIVE FREE leaders helped organize the community demand, build trust, and keep the work centered on saving lives.

The results were substantial. An independent evaluation found that the strategy was associated with an estimated 31.5 percent reduction in gun homicides. City data also shows that homicides and injury shootings fell nearly in half between 2012 and 2018. The lesson was not that one program solved every problem. It was that disciplined implementation, community leadership, and sustained investment could change the trajectory of violence.

Oakland’s later experience also delivered a warning. When key parts of the strategy were weakened between 2019 and 2023, homicides rose. After the city restored the model in 2024, homicides fell 34 percent and shootings fell 33 percent that year, according to a city evidence review.

The story matters nationally because it demonstrates why prevention infrastructure cannot be treated as temporary. Credible messengers need stable support. Life coaches need manageable caseloads. Community partners need a real role in governance. Public systems need to track whether implementation is faithful to the model.

LIVE FREE continues to carry those lessons into its community safety work and national advocacy for Community Violence Intervention. The organization’s resource library includes a detailed Oakland case study for leaders working to build durable, community-led public safety strategies.

Oakland shows that violence is not inevitable. When communities have power, resources, and a sustained seat at the table, lives can be saved.
