Budgets are moral documents. California’s growth in Community Violence Intervention funding shows what can happen when organized communities insist that prevention deserves public investment.

LIVE FREE and its partners helped move state support for Community Violence Intervention from $14 million to more than $200 million after years of organizing by faith leaders, survivors, credible messengers, practitioners, and residents.

The funding helped communities expand strategies that had already produced meaningful results. LIVE FREE has documented reductions of 30 to 50 percent in gun-related shootings and homicides in Oakland, Sacramento, Stockton, and Richmond. Oakland’s independently evaluated Ceasefire strategy was associated with a 31.5 percent reduction in gun homicides.

State investment matters because local organizations need stable teams, training, data capacity, benefits for frontline workers, and the ability to maintain relationships over time. Funding must reach credible organizations and residents need a meaningful role in oversight.

LIVE FREE’s history traces how local organizing grew into national advocacy. The resource library includes the Oakland case study, cost reports, public-opinion research, and a national framework for community-led safety.
